EXCLUDE G'MEN FROM RIGHT SIZING BY BENCHMARKING
When there is already a yardsick for working out the gangstrength by MCNTM formula, there is a need to exclude gangmen from rightsizing by benchmarking. C&W staff are already excluded from Right sizing by Benchmarking as Mechanical Department is more vigilant than Engg Dept.

For those new to the concept of rightsizing by Benchmarking, it is brought out that lowest strength of staff per work unit (per ETKM for PWI staff, per 1000 Sqm plinth area for works staff & per RM of linear water way for bridge staff) amongst all divisions on the Indian Railways as well as IR average unit (average value of all divisions of IR) is worked out . Those divisions above the IR average should surrender staff so as to reach the IR average. Even after the IR average is acheived by these divisions , new IR average will be worked out again and you will go on surrendering till all divisions acheive the lowest IR value. When all divisions acheive the lowest IR value, average IR value and lowest IR value will become the same.

EXCLUDE G'MEN FROM 1% ANNUAL SURRENDER
There is a policy to surrender every years 1% of the sanctioned strength as on 1st April. When there is already a yardstick for working out the gangstrength by MCNTM formula, there is a need to exclude the strength of gangmen as well as mate keymen, gatemen (whose requirement are fixed) from 1% calculation as they constitute 80% strength of the Engg department . Even assuming if you are not surrendering in these categories (which is not the case) you will be surrendering 1% of their strength in other categories (ie from the remaining 20% strength of Engg Dept and in 20 years this can become Nil).

To add fuel to fire, the personal department says since you have created X no of posts during the year, surrender `X' posts also in addition to 1% surrender. This way the cadre can never increase even when new assets are getting added up.

Is anyone watching the detoriation of cadre of Engg department. Leave alone creation of posts for new assets, let us save the cadre we have.

If C&W staff are excluded from Right sizing by Benchmarking who are directly related with the safe running of trains, then why all categories of P-way staff are not excluded. They are also directly related with safety of track.
Axle load and traffic density is being increasing day by day and the situation will be worse if we did not raise and fight for exclusion of P-Way maintenance staff from Right sizing by Benchmarking.

Many Railways are still surrendering gangmen when there is already a shortage of Gangmen as per MCNTM formula.

The argument of GM/DRM & personal department is when line is closed or there is surplus gangmen in one PWI unit, you surrender the gangmen and then create the gangmen for new assets (created elsewhere) or for shortage of gangmen as per MCNTM formula. When surrender is done easily, creation is not that easy. In that case only transfer of posts of gangmen from one unit to the other is the better solution to be resorted to and has to be put in form of circular by the Railway Board.

Gang staff on MG sections closed for gauge conversion has also been surrendered at many sections when we already know that these staff will be required after the guage conversion. After the guage conversion, the open line will be fighting with the construction department by not taking over the section for non-availability of posts of Gang staff for maintainance. All that has to be done in such circumstances is to freeze the operation of posts till gauge conversion is completed. This should also be put in form of a circular by the Railway board.

In my openion the sanction to surrender the posts of mate, keymen, gangmen & gatemen should be with the Railway Board for if there are surplus posts in one railway , they can be transferred to other Railway where there is a need to create the posts. In that case all the Zonal Railways have to do is to freeze the operation of the surplus posts and deploy the bodies against vacancies elsewhere and then the posts transferred with the approval of the Railway Board. For transfer of posts withinthe same Railway PCE should be given the powers instead of GM.

I find poor response for such a very important subject and request the DF members to give their views and also about what is happening in their Railways.

Dear natrajan,
During GC and Doubling projects CRS is insisting these days for sanction of posts. And is not opening line if sanction of posts is not available. Also in NER no such surrender is taking place for gangman. Already there is accute shorage. Further NER has currently recruited ex-army man for newly manned gates. The selection was done after physical and written exams. and initial training at training centres. But the question still remains....
Somebody may tell you that in section 1 there is more shortage than section 2. But that is for existing sanction. We should compare vacancies with respect to actual MCNTM strength required for that section.

On Western Railway, CRS gives sanction subject to condition that the posts should be sanctioned within 3 months (or some period) of comissioning of the line. The construction department sometimes while handing over the line also transfers a contract for maintainance of the section for 6 months to one year by the time the open line is expected to make the permanent arrangements.

I had not raised any issue of filling up of the posts. The recruitment of ex-servicemen has been done on all zonal railways. WR had recruited 962 ex-servicemen, out of which around 75% was allotted to Engg dept and the rest to other departments. The recruitment of gangmen this time will be done on all Indian Railways on same date for the first time. If you have preserved the cadre without surrendering it unnecessarily, you may get the bodies sooner or later.

There was no issue of comparison of shortages, but surrender of posts in excess in some PWI units when there are already shortages in the neighboring units and the posts could be transferrred instead of surrender & creation. But the surrender & creation suits more to the GMs/DRMs & personal department as they have targets for surrender which are their personal targets & have a mention in the CRs also as acheivements.

Due to benchmarking in P.Way cadre, the posts for new assets are not getting created as the Finance department pointout that WR is already above the IR average and should surrender more P.Way posts and not create them.

The main issues raised by me to exclude P.Way staff from benchmarking as well as 1% annual surrender has not been addressed by Shri.Sumit Jain in his posting. These things do not even come to the knowledge of the field AENs as the issues are dealt in the divisional office/Headquarters.
