There is general deficiency observed in post of keyman not matching with his duties and assignment. Being a "KEYMAN" for maintenance and track safety and suorce cadre for selection of post of "Mate",it is vital to keep this cadre enersiged and responsive.

Para 167 of IRPWM states "Selection of Trackman to perform the duties of Keyman has to be considered as a step in his training as Mate". There are various maintenance cum patrolling duties stipulated in Para 167-171, which indicates good amount of importance and promptness on part of Keyman.

Prior to revision of Sr trackman cadre by 5th P.C. committee,in which pay scale of Sr Trackman was revised from Rs.2650-4000/- to 2750-4400/-, some what difference in pay scale of Keyman and Sr Trackman was available and kept a little bit element of atrraction in cadre of Keyman. But, in 6th P.C. this difference have been nullified by Keeping both cadre in same PB(PB1) and GP(Rs1800/-), thereby eliminated financial benefit of being promoted to Keyman from Trackman. Though there is wide difference in duties of Keyman and Trackman but absence of returns for shouldering higher responsibility, causing danger for gradual elimination of paramount safety cadre for want of manning.

In future, it will be difficult to fill up the post of Mate and Sr PWS through departmental promotion. The post of Keyman and Mate be purely selection post and service experience element in these jobs is basic criteria, it is vital to keep these posts alive and attractive for track maitenance sevices and safety.

Furthermore, in order to fillup 08 post of keyman in a sub division suitability test was conducted wherein 164 staff eligible for the post were called. out of 164 only 12 expressed their willingness, that to, after conselling but after bieng declared suitable no one expressed willingness to join.

Above fact are good indication for review of cdre structure and introduction of financial benefit on promotion to Keyman.

Yes Ram. You are absoluetly correct. I am also finding difficulty to post keyman in my gangs. The main reason behind this is; there is no financial benifit to the employee and the responsibility is more and day by day it is increasing only. Railway should give some sort of special pay or special allowance to Keyman to compensate the resposibility he is taking and to attract track mans to this post. Keyman is the only railway official who inspects his jurisdiction daily Sad .

Raipur Div. is directly selecting mate from track man after deportmental exam. Now nobody is intrested to work as k-man , max. said that why k-man we will prepare and become as mate. No of such type mates are working in Raipur Div.

A committee at Railway Board has given its recommendation on the issue of carreer progression of trackmens. The report is very encouraging and recommends a number of measures which addresses the concerns raised in current thread.

The recommendations regarding perks in the said report is not seems to be attractive.
The report has the following shortcomings.
The allowance for gate man is Rs.300 is very less.It should be Rs.1000.The night allowance for patrolmen is Rs.6/-is also highly dismal and it should be minimum Rs.50/- per day.
Additional allowance for key men has not been suggested in the report .
Since track men have to work on the track throughout the service ,specific track allowance of min.Rs.500/-to be paid to every track man
Gang huts and rest sheds should be constructed in between sections especially between gangs jurisdictions to keep the gang tools to avoid carrying them everyday and to take rest during lunch-break /rain.

As mentioned by Sri.Narasimha Murty gannavarapu ,EXECUTIVE ENGINEER(CON) ,if the
Gang huts and rest sheds should be constructed in between sections especially between gangs jurisdictions to keep the gang tools to avoid carrying them everyday and to take rest during lunch-break /rain, without proper watchmen, the tools are likeley be used by antisocial elements, it should be constructed near manned LC's only.

As per commetee recomendation cader distribution is 50% for Grade 1800 (lowest grade) meance - no trackman will get promotion till half service life ? cader of some category on lower grade as seen in union websight are :
