One of the division of SECR has submitted a drawing to CE(P&D) for arranging HQ's approval for "Conversion of Type-IV quarter to Type-V quarter by adding one room in existing type-IV Qtrs." against a work sanctioned in LAW Book during 2011-12.
My questions is:
Whether HQ i.e CE(P&D) is competent to give permission for conversion of Type-IV quarter to Type-V quarter. Does not the matter of conversion of quarter come under perview of Railway Board? Please share your comment.

As per para118(c) of IRWM2000, PCE is the competent authority for permanent nature of addition/alterations to standard type quarters.

The relevant para pertaining to Additions and alterations to Quarterin of IRWM 2000 is 218 but not 118.
However the para 218 of the same manual is reproduced here as it is :


218 Additions and Alterations to
Quarters
a) Additions and alterations to staff quarters only of a temporary nature may be
permitted to be done by the occupant under para 1976 of the Indian Railways Code for
Engg. Deptt. (1993 Edition) with the prior approval of the Senior Divisional Engineer and
on the specific understanding that the occupant will dismantle the same at the time of vacation
of the quarters.

b) Additions and alterations of a permanent nature shall not be carried out
without competent sanction. When an existing building is to be enlarged or extended, the
external architectural features of the old structures should be adhered to as far as
possible.
c) Additions and alterations to standard type quarters should not be carried out, without
the prior approval of the Chief Engineer.

The type plans for standard Type quarters are approved by the Chief Engineer and therefore any additions & alterations of permanent nature has to be got approved by him. This is what the IRWM also stipulate.

But this is not a simple case of addition & alteration, but also involves upgradation of the type of quarters. Since GM has powers of sanctioning of new quarters in Law Book. in my openion approval of GM may be required for upgrading type IV quarter to type V quarter. In this case since work is already approved by GM in Law Book, only the plan for upgradation will require the approval of the Chief Engineer.

Please see para 1904 of Engineering code which says that The scale of accommodation and the unit cost for each class of officer's is prescribed by the Railway Board. No expenditure should be incurred on building houses or on making alterations and or additions to existing houses for officers without the specific and prior approval of the Railway Board except to the extent of expenditure not exceeding Rs.10,000/- on essential new works which include provision of electricity and sanitary installations (other than repairs and maintenance) on any one officer's quarter subject to the total expenditure in a financial year on this account on an individual Railway not exceeding Rs.3,00,000/- per annum. In the case of class Ill staff quarters temporarily occupied by officers, the specific approval of the Railway Board will be necessary if any additions and alterations are to be made to such quarters.

This is a sanctioned work and the addition will change the type classification of quarter and the rent also. Therefore no need for any such lengthy procedure. GAD should be approved by CPDE and structural drawing as per rule.

No other approval is required as the sanctioned work will make it type V with higher rent. Should not be confused with repairs or addition alteration rules.
