Not only in your Railway sir, even in South Central Railway also those who have completed 11 years,(i.e.the batch who have selected in the year 2002) still they are waiting for senior scale. And also those who have selected in the year 2006, still they are waiting to get the Grade pay of Rs.5,400/- which is very sympathetic condition.

Railway Board is only too willing to provide the GP of Rs.5400/- to all gr`B' officers also. But the problem is with the Ministry of Finance (MOF) which is not agreeing to the proposal on grounds that if this demand is agreed, there will be similar demands from other ministies also.

However if we resubmit the demand by providing Financial neutrality in form of matching surrender, then perhaps this may be considered when there is no extra expenditure involved. Similar proposals from other departments can also be agreed if they are willing to provide the financial neutrality. Let us see what are the Financial implications involved:-

Financial implication per Post
(a)Difference in Grade pay = Rs.5400- Rs.4800/- = Rs.600/-
(b)Difference in Transportation allowance =Rs.3200- Rs.1600/-=Rs.1600/-
(c)DA @ 80% on (a) & (b) =80% of Rs.2200/- =Rs.1760/-
(d)Total (a)+(b)+(c) =Rs. 3960/-
(e) Finacial implication for one post per annum=12XRs.3960PM=Rs.47520

Emolument of one Jr.Scale post
(a) Average pay = Rs.(9300 + 34800)/2 =Rs.22050/-
(b) Grade pay =Rs.5400/-
(c) Transportation allowance =Rs.3200/-
(d) DA@80% on (a)+(b)+(c) =80% of Rs.30650/- =Rs.24520
(e) Total (a)+(b)+(c)=(d) =Rs. 55170
(e) Emolument per post per annum =Rs.662040

No of posts that can be upgraded by surrender of one post = 662040/47520 = 14 posts

Total Jr scale posts in Engg Dept including workcharged in IR is 900 odd say 1000
20% posts operated in Rs.4800 GP = 200 posts

To upgrade 200 posts, we need to surrender 200/14 = 15 posts

So out of 1000 posts, we surrender 15 posts which is only 1.5% of the cadre which means only 1 or 2 posts in each railway depending on the cadre of Jr.Scale .

Since surrender of Jr.Scale posts may effect the calculation for induction, we may surrender clerical posts to extant of 2 to 4 posts in each railway. since last 3 years, i am working without any clerk and make use of email & SMS.

We can also surrender the trollymen cadre under SSE/W, SSE/Br & ADEN.
@ rao garu: in coming august'13 one aden will complete 13 years and during oct'2005 who has become aden are not given GP of 5400/-.There is no motivation in railway at present, particularly in civil engg dept.

The stagnation in Sr.Scale adhoc promotions as well as induction into Gr`A' is as a result of induction of officers from Gr`C' to Gr`B' with better age profile. Earlier we used to have more of officers into Gr`B' who retire with less than 10-15 years in Gr`B' service and we now we have more & more of officers who have more than 20 years service in Gr`B'.

Younger officers coming through LDCE is understandable, but now we have younger officers even through LGS (70% quota). For example I was inducted to Gr`B' through LGS (70% quota) during 2004 and my year of retirement is 2025 which means I have to put in more than 20 years service in Gr`B'. My seniority was at Sr.No.7 in a panel of 71.

If recruitment/promotion to fill up the vacancies is not done regularly, then there can be piling up of vacancies and when large scale vacancies are filled at a time, there can be stagnation.

Further surrenders during previous restructuring of cadre has been mostly in Sr.Scale. With so many Sr.Scale posts having been surrendered, WR has just 2 revenue posts of Sr.Scale when compared to 50 posts in Jr.Scale. This skew ratio will also affect the adoc promotions to Sr.Scale.

Mr.SIBA SANKAR SAHU, that you have seen only one side of the coin not the otherside, you must also whether what is the establishment charges provide in various agrrement for gazetted cadre, and in construction there is no difference by operating JS/SS post, the responsibility is same, even board recent letter asked zonal railways to curtail the budget allotment to 75% in all plan heads, due to funds shortage the promotions has not been made from JS to SS and even in some zonal railways PHOD has taken a policy decision not to give adhoc promotion even to JA scale also, if it is a policy decesion taken by PHOD it can't be questioned, and due to shortage of funds the sanction workcharged establishment may drastically fall after June in most zones.,

The instructions issued by the Railway Board dt.28.5.13 regarding regulation on plan expenditure for demand No.16 for 2013-14 are as under:-

The resource position of the Rsilway has been reassessed and it appears that the growth of earnings may not be on budgetted lines. The expenditure and additional liabilities under plan heads may not be allowed to exceed 75% of outlay against capital, DRF and DF till further instructions on the subject.

This therefore is not a budetory cut which actually requires approval of the Parliament. Therefore full outlay is available for calculation of Budgetory provision for workcharged posts. When expenditure is required to be curtailed to 75% of budget grant, we may curtail it in the expenditure on the works and not necessarily on expenditure of workcharged posts. Only when budgetory cut is declared than we may have to calculate the fund availability for workcharged posts based on curtailed Budget Grant / Reassessed Budget grant.

So I request Shri.Ravi not to think on lines of a Finance officer who read between lines. Our HQ Finance is also singing the same song and we will fight it out with them. Let us get the workcharged posts exended before there is a budgetory cut.

Dear Sirs, Same situation in South Central Railway also. 2002 batch Gr.B JS scale officers are still awaiting for SS even after 11 years of service. Definitely this issue has to be raise on these type of platforms collectively.

1. Most of the AEN either working in OL or Construction is generally posted in remote areas and works under direct sun/ rains. Generally they don’t find any accommodation at site to stay at night or protect from environment. Railway Board (read finance department) has already given initial GP of Rs 5400/- to AFAs who always doing table works under the fan and never posted in remote areas. Whereas we the JS officer of engineering dept are rarely go home on time. We have to sacrifice even our holidays. If any emergency comes, we the engineering people camp at site round the clock for several days but can anyone show any instance where these finance people have been deputed for any emergency work. If any JS officer of other department is generally posted in remote areas/ section they should also get 5400 GP, we should have all sympathy for him. Shortage of fund cannot be linked with GP. Giving just Rs. 200/- extra as GP is just a beggar like treatment. If I am not wrong, it is the least enhancement of GP on promotion from JEs onward. the same finance department is opposing our justified demand. Even we should also demand field allowances for remote posting. Why can’t all these be raised through IRPOF?

2. We should be very careful in preparing w/c post in our estimates. Our CAOs/CEs place demand for AENs/ XENs but without doing full exercise of creating post against live estimates. In many cases I have seen that only present bare minimum establishment is included and no future requirement of establishment for maintenance of these assets is included.

In my opinion, we are fighting wrong way. We should have to fight for GP of Rs. 5400/ right from the first appointment and also creation of sufficient w/c posts for JS/ SS keeping in view the present and future requirement in our estimates. These w/c post can be claimed as revenue post in due course. In this way we can achieve our goal.
